Setting the Rules of the Game: the Choice of Electoral Systems in Advanced Democracies

چکیده
The origins of electoral systems have received scant attention in the literature. Looking at the history of electoral rules in the advanced world in the last century, this paper shows that the existing wide variation in electoral rules across nations can be traced to the strategic decisions that the current ruling parties, anticipating the coordinating consequences of different electoral regimes, make to maximize their representation according to the following conditions. On the one hand, as long as the electoral arena does not change substantially and the current electoral regime serves the ruling parties well, the latter have no incentives to modify the electoral regime. On the other hand, as soon as the electoral arena changes (due to the entry of new voters or a change in their preferences), the ruling parties will entertain changing the electoral system, depending on two main conditions: the emergence of new parties and the coordinating capacities of the old ruling parties. Accordingly, if the new parties are strong, the old parties shift from plurality/majority rules to proportional representation (PR) only if the latter are locked into a ‘nonDuvergerian’ equilibrium; i.e. if no old party enjoys a dominant position (the case of most small European states) -conversely, they do not if a Duvergerian equilibrium exists (the case of Great Britain). Similarly, whenever the new entrants are weak, a non-PR system is maintained, regardless of the structure of the old party system (the case of the USA). The paper discusses as well the role of trade and ethnic and religious heterogeneity in the adoption of PR rules.

Electoral system design in new democracies
Elections in the wake of dramatic transitions from authoritarian regimes to democracy may confront voters with choices that are unattractive or bewildering, or both. This paper examines the conditions that produce tractable sets of party options for voters, presents cross-national data on the choice sets and competitiveness in elections after dramatic transitions, and examines how the electoral...
متن کاملArrow theorems in the fuzzy setting
Throughout this paper, our main idea is to analyze the Arrovian approach in a fuzzy context, paying attention to different extensions of the classical Arrow's model arising in mathematical Social Choice to aggregate preferences that the agents define on a set of alternatives. There is a wide set of extensions. Some of them give rise to an impossibility theorem as in the Arrovian classical mod...
متن کاملThe No-Destination Ship of Priority-Setting in Healthcare: A Call for More Democracy
In dealing with scarcity of resources within healthcare systems, decision-makers inevitably have to make choices about which services to fund. Setting priorities represents a challenging task that requires systematic, explicit and transparent methodologies with focus on economic efficiency. In addition, the engagement of the general public in the process of decision-making has been regarded as ...
متن کاملElectoral Institutions and the Politics of Coalitions: Why Some Democracies Redistribute More Than Others
Standard political economy models of redistribution, notably that of Meltzer and Richard (1981), fail to account for the remarkable variance in government redistribution across democracies. We develop a general model of redistribution that explains why some democratic governments are more prone to redistribute than others. We show that the electoral system plays a key role because it shapes the...
متن کاملPower allocation rules under fuzzy behavior and multicriteria situations
In this paper, we adopt supreme-utilities among fuzzy level (decision) vectors to propose a power allocation rule, its efficient extension and normalization in the framework of multicriteria fuzzy transferable-utility (TU) games. We also provide several axiomatic results to present the rationality for these rules. Based on different viewpoints, we introduce different formulations and dynamic re...
